A tank that somebody checks does not usually become an emergency. A tank that nobody checks eventually does, and it picks the moment.

Sludge and build-up out, floor and walls back to something you can actually inspect.

A worn liner swapped out before it fails, in a shell that is otherwise good for years yet.

Almost all of this work happens where the owner never looks. That is exactly why it gets left, and why leaving it costs more than doing it.

Relining
A liner is a consumable. The shell around it is not. Replacing one before it goes is a service call, and replacing one after it goes is a very different conversation.
